Description:
The Manager of Payroll Tax Accounting will oversee the daily operations of payroll tax, garnishments, pay card and leave of absence administration areas. This will include US and Canadian voluntary/involuntary withholdings, garnishments, related general ledger activities, balancing payroll weekly, payroll process changes, reporting and special tasks assigned. This position will be responsible for resolving day-to-day issues as they arise, following general practices and policies. The Manager will partner with outside vendors and other business contacts to ensure payroll expectations are being met.
Responsibilities:
- Provide direction to the payroll staff to ensure all daily, weekly and special payments are processed timely and accurately
- Establish and maintain relationships with our clients vendors, internal and external auditors, and state and federal agencies
- Provide oversight and manage all tasks and processes related to tax reporting and payments with ADP, escheat and reconciliation of payroll general ledger accounts including year-end tax returns, 8027, W2, W2C, T4, T4A to ensure they are filed accurately and timely
- Meet monthly reconciliation deadline defined by Corporate Reporting, sign the monthly affidavit attesting to account balance review and that accurate reporting on the Account Reconciliation Master Listing (ARML)
- Ensure our client stays up to date on legislative changes that impact Payroll including cost impacts to the Company and table updates i.e. unemployment, and vacation analysis
- Oversee the distribution of pay (paychecks, direct deposit and pay cards), while ensuring all payroll runs are balanced and approved for funding following established payroll processes and internal/external control procedures
- Manage the internal controls and efficiencies with the Tax, Garnishment and Pay Cards areas; this includes complete understanding of all key controls and establishing a continuous, documented monitoring process to ensure each key control is operating effectively
- Review requests for voluntary contributions to reduce annual SUI tax rates and works with unemployment vendor on tax restructuring projects to ensure lowest rates are obtained
- Collaborate with management, IT, HR Technology, external vendors to define, test and implement system modifications (tax updates, bundles), new payroll or HR products and/or enhancements to existing systems needed to meet changing needs
- Assist with requests for reporting
- Backup other HR Services Leaders to assist with ensuring the weekly Payroll is processed accurately and timely
Required Qualifications:
- BS/BA degree in Accounting, Finance or related discipline
- Minimum 5 years of experience in a large payroll processing environment with management experience
- Direct experience with payroll tax processing, including year-end, W-2 and general ledger reporting/reconciliation
- Experience with multi-location, multi-state and multi-EIN payroll processing
- In-depth knowledge of federal, state and local tax regulations
- Large company experience with automated payroll systems – desired experience includes PeopleSoft and ADP
- Strong proficiency with Microsoft Office products
- Strong leadership skills that include leading by example
- CPP certification
